Washington Talking Book & Braille Library (WTBBL)
Impact of cuts on services and productivity
February 3, 2010

Effective 2/12/10, six positions funded by or stationed at WTBBL will be eliminated resulting in a 19% cut to staffing. An additional position has been frozen and left vacant since 2008. The goal was to preserve local WTBBL programs like Radio, Audio Book Production, and the Braille Department. Therefore, positions that were cut were largely support or middle management positions. The following is a summary of positions and the impact the vacancies have on WTBBL:

Position FTE Impact
Receptionist 1.0 Losing the Receptionist means the Patron Registrar will need to spend significant time at the reception desk, therefore decreasing the time he can register patrons, assign digital players, and process patron subscriptions. Remaining staff will need to cover reception each day at an impact to productivity.
Shipping Page .5 Losing the Shipping Page means remaining WTBBL staff will need to find 15 hours a week to pull books for patrons. Without staff covering this position, no specific requests for specific book titles would go out to patrons.
Shipping/Audio Book Production Page .5 Losing the Shipping/Audio Book Production Page will impact processing of cassette players for patrons and will limit the number of replacement cassette books produced.
Youth Services Librarian .7 Losing the Youth Services Librarian will result in a decrease in outreach to children, schools, parents, and teachers. The Program Manager and Adult Services Librarian will absorb the Youth Services responsibilities, resulting in a trimmed down summer reading program and limited collection development, literacy efforts, and outreach for children and young adults.
Braille Coordinator 1.0 Losing the Braille Coordinator will result in a decrease in braille production for the local collection and an increase in time to produce and distribute in-house publications and materials in braille.
Information Technology Specialist (Part of IT Department) 1.0 Losing an on-site ITS will increase response time as someone will need to drive from Olympia to Seattle unless the problem can be handled remotely. Upgrades and equipment installation will need to be scheduled and coordinated with the IT Department in Olympia.
Broadcaster (Frozen in 2008) .15 In order to keep the Evergreen Radio Reading Service (ERRS) functioning 24/7, the Program Manager and Assistant Program Manager split this position by alternating one Saturday shift a month and covering vacation and sick leave for the two broadcasters.
